Season, sharply
October to February is the comfortable, expensive window. July to September is the monsoon and materially cheaper.
Value
Everyone asks for the cheapest room. Almost nobody gets the best one. Here is how to spend less in Puri without ending up on the wrong side of the beach road.
In detail
Ask ten Puri hotels for their rate and you will get ten numbers, all different, all defensible. That is because a room rate in Puri is not a fact about a room. It is a fact about a room, on a date, for a number of people, in a particular season. Publishing a single figure would be wrong most of the time.
What we can do is tell you what actually moves the price, so that when you call you are asking about the things that matter rather than accepting the first number offered.
Season. October to February is the comfortable window and therefore the expensive one. July to September is the monsoon: quieter, and materially cheaper. Festival dates. Rath Yatra fills the town and prices with it. Occupancy. A beachfront property runs at a fraction of its rate in an empty week. Room category. A front sea-facing room is a different product from a side-view room, and priced accordingly.
The honest answer for most people is not the smallest room. It is a room that faces the sea without needing the top floor, in a week that is not festival season. On this site that is the Platinum Double at 217 sq. ft. — front sea-facing, with a balcony, which is the best sea view per rupee here.
If the view genuinely does not matter to you, the Deluxe Ground Floor (Non-view) is 250 sq. ft. — larger than the sea-view rooms — on the quiet side of the building, with no sea view at all.
Travel outside Rath Yatra and the deep monsoon weeks. Take the two-night version rather than four and use the difference on a day trip. Eat in, where the restaurant is on site. And book the driver for a day rather than paying for four separate autos.
The one thing not to economise on. The distance between your hotel and the sand. A cheap room two kilometres inland costs you the trip. A modest room on New Marine Drive does not. Judge value by minutes to the beach, not by the lowest number.

Longer stays attract their own terms. Ask before assuming a week is cheaper per night.
Breakfast, laundry and extra bed policies differ. Settle them before comparing two offers.

Step by step
Name the category: "Platinum Double, front sea-facing". You get a sharper answer than "what is your rate?"
Midweek enquiries are taken more seriously than weekend ones at almost any beachfront property.
"Sometime in December" gets a vague number. Exact dates get a real one.
Breakfast, laundry and extra bed. These are where two quotes stop being comparable.
A cheaper total can be a worse rate per night once you count what you left out.
Call the hotel directly, then compare honestly with a platform rather than assuming.
It depends on your dates, which is why we do not publish rates. The smallest of our categories is 217 sq. ft.; the quietest is a 250 sq. ft. ground-floor room with no sea view. Call with your dates and we will quote both.
If you want space and quiet, yes. It is larger than the sea-view rooms and faces the quieter side of the building. If you came for the view, it is the wrong room and we will tell you so.
Generally July to September, in the monsoon. It is wet and the surf is usually unsafe, so it suits people who came for the temple and the town rather than the water.
No. There is no swimming pool at Hotel Sonar Bangla. The facilities are a kids play area, a gym, a multi-cuisine restaurant, a sea-facing Sundowner Cafe and 24-hour room service.
